Board of Trustees Regular Meeting

September 12, 2017 7:00 p.m.

Riverside High School

Basin, WY

1.0       Opening of Meeting @ 7:01 p.m.

            1.1       Pledge of Allegiance: 

 1.2       Roll Call:  Audra Crouse, Greg Gloy, Deb Craft, Kristen Schlattmann, Brenton Paxton, Heath Hopkin and Chris Kampbell.

2.0       Recognition of Guests:  Vice Chairman Greg Gloy read the district’s mission statement.

            2.1       New Staff:  Principal Tony Anson introduced new staff Greg Mendenhall and Ashley Spatz.

            2.2       James Seckman – Big Horn County School District #4 Audit:  Auditor James Seckman presented the board with the Big Horn County School District #4’s audit

                        for the 2016-2017 year.

3.0       Patron Audience:  N/A

4.0       Staff/Student Presentation:

            4.1       Business Manager Report:  Andy DeGraw

            4.2       Building update Tom Farrens

            4.3       Superintendent’s Report:  Dave Kerby

            4.4       Principal’s Report:

                        4.4.1    Tony Anson, Riverside Middle/High School Principal

                        4.4.2    Tracy Pare, Laura Irwin Elementary School Principal

                        4.4.3    Brian Kaumo, Special Education Director Report

            4.5       Committee Reports

                        4.5.1    BOCES:  Greg Gloy reported that BOCES numbers are up.

                        4.5.2    Basin Recreation Board:  Brenton Paxton

                           4.5.3    Safety Report:  Kyle McClure

5.0       Modification and Adoption of Agenda:  Chairwoman Audra Crouse originally asked that 7.11 Adopt Board Policy 5.14 Professional Staff Leave and Absences be added to

            the agenda, but then asked to strike it from the agenda to allow Superintendent Kerby to   research a few things before presenting it to the board.  Add 7.3 Executive

            Session-Personnel, 7.7 Approval of John Tate, Kristen Brown and Toby Wood as basketball coaches. Chris Kampbell moved to approve agenda as modified. Greg Gloy  

            seconded, motion passed.

6.0       Consent Agenda:  Heath Hopkin moved the Board approve the minutes of August 8, 2017, the September 12, 2017 Expenditures, the September 12, 2017 Financial

            Officer Report, the August 20, 2017 Payroll and Home School Applications.  Brenton Paxton seconded, motion passed.

7.0       Items for consideration and Action:

            7.1       Non Resident Applications:  Brenton Paxton moved to approve Non Resident Applications as presented.  Kristen Schlattman seconded, motion passed.

 7.2       Bus Routes:  Brenton Paxton moved to approve the 2017-2018 Bus Routes as presented by Doug Zierolf, Transportation Director. Heath Hopkin seconded, motion 

             passed.

 7.3       Executive Session:  Greg Gloy moved to go into Executive Session at 9:17 p.m.  Brenton Paxton seconded, motion passed.

             Personnel

             Brenton Paxton moved to come out of Executive Session.  Kristen Schlattman seconded, motion passed.

 7.4       New Hires:  Tara Pouska and Rebecca Myers as Paraprofessionals:  Brenton Paxton moved to hire Tara Pouska and Rebecca Myers as Paraprofessionals. 

             Greg Gloy seconded, motion passed.

 7.5       Approval of moving Calvin Brown from ¾ time P.E. Teacher to full time P.E. Teacher: Heath Hopkin moved to approve Calvin Brown as a full time P.E. teacher.

             Greg Gloy seconded, motion passed.

 7.6       Approval of increased hours for Paraprofessional Vicky Collingwood from 34 hours to 35 hours:  Brenton Paxton moved to approve moving Paraprofessional Vicky

            Collingwood from 34 hours to 35 hours.  Brenton Paxton then withdrew his motion and motioned to table this item till next month.  Greg Gloy seconded, motion

             passed 6 to 1 with Chris Kampbell voting no.

 7.7       Approval of Greg Mendenhall Middle School Head Volleyball Coach, Kelsey Roussan Middle School Assistant Volleyball Coach, John Tate as Middle School Head

             Girls Basketball Coach, Kristen Brown as Middle School Assistant Girls Basketball Coach and Toby Wood as Middle School Assistant Boys Basketball Coach.

             Greg Gloy moved to approve the new coach hires as listed.  Deb Craft seconded, motion passed 6 to 1 with Heath Hopkin voting no.

 7.8       Addition of a 3rd coach if over 30 participants in each sport for grades 5-12:  Greg Gloy moved to hire a 3rd coach when the number of participants is over 30. 

             Heath Hopkin seconded, discussion followed.  Greg Gloy amended the original motion to say hire a 3rd coach after 30 participants grades 5-8 or 9-12. Heath

             Hopkin seconded, discussion followed.  Brenton Paxton then amended the motion to add that the 3rd coach be hired after 30 participants grade 5-8 or 9-12 at the

             request of the coaches.  No second, motion died.  Greg Gloy asked that the policy be brought back next month.

 7.9       Approval of “Co-Curricular Eligibility Code” (Riverside MS/HS Handbook):  Chris Kampbell moved to approve the Co-Curricular Eligibility Code as presented. 

             Kristen Schlattmann seconded, motion passed.

7.10      Approval of “Coaches Code of Conduct” (Riverside MS/HS Handbook):  Deb Craft moved to approve the Coaches Code of Conduct as presented.  Greg Gloy 

             seconded, motion passed. 

8.0       Discussion Items:
